Proposition largely backed by city loses by nearly 3-to-1 margin

by Dennis Hannon Kirkwood voters decisively defeated Proposition R in Tuesday's election, voting nearly 3-to-1 to reject the proposal advanced by the Kirkwood City Council and endorsed by Mayor Tim Griffin to enroll Kirkwood in the 700-member Missouri Local Government Employees Retirement System (LAGERS).
